Governor declares state of emergency for 13 Florida counties ahead of Lana

The governor signed an executive order Tuesday declaring a state of emergency for 13 Florida counties, including Miami-Dade, Broward and Monroe.
The order activates 1,500 Florida National Guard members and waives all tolls on state highways through Sunday.
