After nine hours of public comment, the Miami-Dade Commission voted 9-4 Tuesday to enact one of the most aggressive rent stabilization measures in Florida history.

The ordinance caps annual rent increases at 6% for buildings with ten or more units, and creates a county-run mediation board to handle disputes.

Supporters say it is a lifeline for working families priced out of the region. Opponents argue it will slow new construction.
